If this application system is controlled by someone who is rude and thinks that what he knows is universal, then he should change his job. and I would add that when I download the MIDI link this is what I get: MIDI synthesis not configured:
A sound bank file (.SF2) is needed for the MIDI synthesis.
Please install it and configure it in VLC preferences (Input / Codecs > Audio Codecs > FluidSynth).
Codec not supported:
VLC cannot decode the "MIDI" (MIDI Audio) format.
I therefore consider that your system is not accessible to those who do not handle this method as you do and as such you should apologize.

For your midi file (I suppose you got the file and unzipped it), I advise you to install Musescore: it's free, probably the best score writing software, and it reads midi files without any problem.
